It makes logical sense that a card would not be downgraded. Assuming the cards were assessed accurately the first time, I have always assumed that any card graded a 7 was somewhere in the hypothetical 7.0-7.99 range. So presumably those at the higher end of that would now get a half grade bump. What is the big controversy?
