Joe_G.Hope I'm wrong, but that looks like a high risk of being a reprint to me. The "Old Judge Cigarettes" advertising banner in the upper left hand corner box is truncated short of the border. That is quite unusual but not unheard of. Or perhaps what I've mistaken for a top border is simply wear and explains the truncated top. Let us know how it turns out.
Here is a legitimate type 2 long numbered OJ for comparison.
