An old Ripley's Believe it or Not cartoon stated that the least amount of pitches that can be thrown in a game is 9.
The first pitch each inning is hit for a triple. The next 3 batters are called out for interference as the runner tries to steal home.

Not a perfect game, but the most improbable of all situations.
