The 2008 Standard Catalog does show the green background lower than both bat/on and bat/off in NM, though it retains its superiority in EX and VG

The values shown are:
NM EX VG
Green background 9,000. 2,600. 1,400.
Red background 4,500. 1,600. 900.
Bat Off Shoulder 9,600. 2,300. 1,000.
Bat On Shoulder 9,300. 1,900. 800.


You'd have to ask the new editor, but could it be related to relative numbers of NM or better graded cards in the population reports (I no longer have access to that data).
