I was always under the impression that a rough cut on 1950s Topps cards resulted from the cutting blade wearing down and that a factory rough cut was a trait to establish the lack of handling of the card after it was issued. I know that when I used to submit cards to PSA back in the dark ages I often looked for rough cut cards from the 1954 set and got very good grades with them.
