Ebay sellers can't charge a fee, but can they offer a discount, e.g., 2% if you pay by check/MO? So on a $1000 item, your net (not including Ebay and shipping fees) is $970.70 if buyer uses Paypal (based on tier 1), $980 if they pay via check/MO.
