My site, cycleback.com, is made using Adobe PageMill-- which you buy on CD. You can make a simple or complex web site, and beginners can learn how to use it (will need the instruction book). I have a domain name and my web hosting/space is done through my normal email provider. I've had a web site since the 1990s and have always used PageMill. Perhaps I'm out of date by now, but it works for me.

Once you make your web page(s), it's then a matter of figuring how to upload to the pages to your domain/space-- which isn't hard.
