Fake ebay messages or emails related to ebay that are probable fakes can be forwarded to SPOOF@EBAY.COM

I'm not sure what they do with it but supposedly they investigate the fake emails. I'm guessing that in most cases nothing gets done.

I'm assuming your second chance offer was an ebay offer.
