Adam- I think the issue is the extent of the restoration. If the bottom had a very heavy crease that caused the lower half to crack, a conservator could repair that crack. That is significantly different than adding a section from a different card. Everyone, including myself, saw the word "restoration", but virtually noone who read it understood the magnitude of the repair.
