The bottom had 2 tabs that closed the hole so that popcorn didn't fall out (very much).
Popcorn was sold in these megaphones in the mid 60s and on to about 1970 at St. Louis.
My recollection, as a kid, is that the popcorn was 50 cents. The popcorn was salty as could be, I guess so that more watered down Coke could be sold. I recall chomping the popcorn, then putting that megaphone to my mouth, and shouting my heart out. The remnants of salt down at the bottom would burn the lips. I vividly recall that.
