For 80% of my collection, I buy the nicest cards that make sense for my budget, and I try and balance scarcity with grade as best I can. I try not to accept tears, pinholes, or writing but will accept cancellation punch-holes and will accept writing on cards where writing is common.

For the other 20%, I overspend for higher grades.
