It looks to me like the stamp refers to a location in Washington, DC rather than Brooklyn. The streets here do have NW/NE/etc designations, and there's a Shaw/Cardozo neighborhood that runs from approximately the zero mark (North Capitol Street) to 11th, and from M Street (the 1200 block) up to about U Street (2000 block).

1708 Ninth Street NW is on the northern edge of the area.

A Bond Bread card with a DC stamp? Stranger things have happened. The area was a center of culture and arts for the black community in DC, and Robinson would have been, well, pretty popular.
