This was a very hot topic at the 2006 SABR convention in Seattle a few weeks ago. There was also a brief notice about it in the recent newsletter. I don't have the details, but there have been and apparently will continue to be significant delays. I wouldn't expect to see it for another 12 months.

BTW - the convention was a really great time!
