Beckett does provide this service for what it is worth. They were grading on-site at the Tri-Star show in Cleveland last year. I handled a number of cards that had been "raw-graded". They are just semi-rigid card savers with a foil seal. I did not try to open one but even if they are a tamper-proof material I would have to imagine someone will figure out how to remove a card.
