Earlier you stated that it could be done to establish a market in a card. Thereby influencing a 3rd party to think it was indeed 'worth' X In this way IMO I feel it would be unethical. Not illegal.

This exact sort of stuff has happened on ebay many times.

As for the Pete Hill card it is worth 200.000 to the owner as that is what he is willing to sell it at. What it would sell at in various forms of auctions is anyones guess.
