RayBI know this is very unscientific, but judging strictly by the PSA POP Report of some 50,000 graded T-206 examples the following cards have populations less than 50 total cards graded (excluding the few real rarities of course).
Persons 45, OHara;St. Louis 46, Coles 46, Mullaney 43, Revelle 46, Foster 43, Reagan 48, Howard 48, Manion 48, Lafitte 49, Demmitt; St. Louis 48, Ryan 46, Shaughnessy 49, and Smith 47.
It stands to reason at least that POP's are maturing on the set as the numbers of slabbed cards grows deeper. This maturity of the numbers likely uncovers, at least to some small extent, some or most of the tougher commons strictly based on total of examples graded. It is one of the few sets where low grade examples get to PSA as well as mid and high grade ones.
