Hi Ted,
As an "Ole Time" T206 back collector(30 years)I would vote No,I don't think it belongs in the set. I agree that it is much closer to the T213's in appearence, but that it was probably a seperate promotional piece that wasn't widely distributed. I believe there are 13-14 known Cobb backs, and some, but certainly not all were found in GA. I know of 5 found not far from Cobb's hometown of Royston, but there have also been copies found in NC and Kentucky.
I don't think the question will ever be answered, but no matter what set it belongs too, I want one....
