The old format used to keep ALL of the lots open until the wee hours of the morning.
This new format will close all lots that haven't received bids in the "first overtime" cycle. If the lots don't receive any action then the lot closes. Usual rules apply, if you didn't bid on the lot before the initial end time then you can't bid on it in the extended time. If the lot receives a bid then the clock starts over (I think it's a 30 minute clock). If the lot receives no more bids after the clock expires then the lot closes. This is soooooo much nicer on everyone. It basically makes you crap or get off the pot.
I guess if you don't fill out the form (place an initial bid before the initial closing time) then the toilet (crap or get off the pot) will be off limits during the extended bidding..... moral of the story, you gotta have your paperwork done on time to do more paper work....
