The example that you have provided does not help -- I hardly notice any difference in the "frosting" and, in any event, think any slight difference in color is more likely due to the way the light from the scanner is being reflected. Also, the Lajoie looks like a 4, and the seller is asking way too much money for it. However, if you were going to find tampered PSA seals, I imagine Yahoo! would be a good place to start.
