BVG will give a card with significant pen marks on the back as high as a 3 grade - I have a '40s minor league card with a surface subgrade of a 2 and an overall 3.

PSA will not reject a card for slabbing for erasure of marks - if they detect that something was written on the card and then removed, the card will still get a (MK) qualifier.
