J LevineFirst off...is Mr. Plemmons located anywhere near you (or any other board member--someone you trust). I have found that a personal visit can often get a better response. Especially if you send a representive of the local police with your friend. Years ago (even before ebay) I did a transaction on Prodigy with someone about 3 hours from me. Sent him card after got his check which then bounced HIGH! I showed up on his doorstep and demanded card back. He slammed door. Next day, I showed up with police officer in tow and he gladly handed me card and the bounced check fee...
If this option does not work, turn him over to his local police or the fbi's internet fraud division. Also advise him through phone or mail that he has commited a rather large crime and that the authorities WILL get involved. This usually gets a decent response.
