Am I correct in that it is indeed a "scarce unlisted common"? Also does the PB back really add any rarity, value, or collectiblity?

Rowan was a short-printed t205 and is more difficult to find, so you did well. The scans are gone, so I can't comment on the condition. It's not the Polar Bear back that makes it scarce - almost all of the tough cards have PB or Hassan backs (although some have Piedmont, just to make it more confusing).
