The explanation is perhaps simple: in 1912, all rubberbands were used by Canadian kids to hold up their shinpads when they played hockey. (regrettably, that vintage practice has been replaced with velcro fasteners)

Interestingly (or not), Canada is not mentioned in the history of rubber bands http://www.versteegde.nl/Bambustic/RubberBands/
