If the foxing is not so bad, it's best not to worry about it. I beleive it's hard to very hard to remove foxing, and beginner's attempts can make the photo worse.
For 1800s photos, even expensive ones, a little foxing here or thre isn't of great detriment to the value. It's the equivilent of other types of wear or aging.
