steve kYes - the Manion most probably has a filled in pinhole. Certainly worth resubmitting, but would probably come back the same grade. Cards such as this are one good reason exactly why grading is needed.
I have stated this before, that when cards appear way undergraded, like this Manion, the reason should be listed in the description.
