I think the best way with two people is to start by declaring what each person's priority cards will be. Hopefully, there not the same cards that each persona wants. Often times, a lot will have a few cards of greater value than others. Further, one individual sometimes only really wants two or three cards out of the 40, but is willing to take the extras to get the cards to add to their set.

If cards can be divided up into values, it will probably be easier for both of the individuals invloved.
