Default 1928 Ice Cream question--order of scarcity?

I was of the understanding that York was a true candy (E) card. There are certainly more of them floating around, according to the SGC and PSA Population Reports. They share many of the same photos, but this was common enough back in the day.

The combined SGC and PSA Population Reports for the others are as follows:

Sweetman - 34 graded
Harrington - 89 graded
Tharps - 91 graded
Yuengling's - 132 graded.

All in all, they range from very scarce to extremely scarce in the ice cream issues. I skipped the strip cards as I believe that they are far more prevalent (although once again, sharing many of the same photos) yet are not graded as often for two reasons -- 1. PSA didn't use to grade hand cut cards and 2. People didn't consider most strip cards worth submitting for grading until recently.
