Go to your START button (bottom left of screen) then select RUN. Type CMD in the run line to bring up a DOS prompt window. Then type PING 66.135.202.145

You'll have to wait a few moments and you will see the response time of how long your ping took to get to the ebay IP address. It'll make 4 attempts and then tell you the average response time.
