I'd absolutely vote Exhibits as cards.
Pretty much all cards were premiums. Buy the product and get the card(s). Buy cigarettes, get a card. Buy bread, get a card. Buy candy, get a card. Patronize a store, get a card. Save coupons, send them in, and then get more cards, etc.
The difference between the early premium cards and Exhibits is that Exhibits weren't the premium, they were the product.
They're cards.
