I guess most collectors consider pre-war to be pre
WW II but I consider pre-war cards to be before the end of the War to End All Wars, WW I and therefore collect only cards issued prior to 1919. On the other hand I know a few collectors who consider 1973 Topps cards to be vintage because that was the last year they were issued in series. To each his own...
