The way it breaks down and the way I understand it is that if they are selling something privately at show, etc, they are not allowed to use an SCDA LOO. If the item is consgned to auction house or other 3rd party, then they can use the SCDA LOO, but the authticator interest in the item must be noted on the LOO. Troy's initial wording wasn't very clear, but this basbically how it works.
