since there has NEVER been a Unanimous selection to the HOF...

the voters want to make SURE that there never is one.

Seaver got almost 99% ... and he is the highest ...

but I agree that there will ALWAYS be a voter or two who does NOT vote for someone just because they want to MAKE SURE that NOBODY is a unanimous selection.
