If sheets were cut down to size BEFORE printing you could say the printing was off. Since it is done the other way around the printing can never be off in that sense. Printing can be "off" in the sense that the colors aren't registered properly but that has nothing to do with the cutting process.

It is accurately labeled as mis-cut.
