Unlike N172s which you were at the discretion of what Goodwin inserted with their cigarettes, specific N173s were requested by the consumer (ie consumer decides who they receive). For this reason, popular players of the day such as Kelly, Anson, Brothers, etc are easy. However, players with less popularity including some HOFers that were not popular during 1888 & 1889 can be very difficult.
I believe Robinson was better known from his later years so his cabinet probably wasn't requested in high numbers.
