Joe, not sure how much you know about comic collecting, but the Cover is everything when it comes to comics. A comic without a cover is almost worthless, but a cover by itself has some value. In this case, with such a rare item, The persons with the insides are not about sell it for less than half the value that comic would have once it is put with a cover. The person with cover refuses to pay that price, thus a Mexican Standoff until these items are in the hands of new owners.

Personally, I never understood why the cover should carry the premium. I'd rather have insides with the story.
