Personally, I see where Quan is coming from. If you dont want the "harassment," then step in and influence your brother to make things right with Quan. If he doesnt give a $h#t about Quan or his own reputation, perhaps he cares enough about his brother to want to keep him from paying for his own mistakes. Probably not though.
