I've never even held one of these in my hand, so what I have to say is pure speculation. But it seems to me pretty likely that these cards were actually inserted into packs of gum. They're very rare, but not so rare that they could have come from 2 or 3 proof sheets that were cut up years ago by the Woody Gelman of his time.

If they really do all have wavy borders, maybe they were handcut by G&B itself, trying to save a little money on one of those costly paper cutting machines.
