If I'm understanding it correctly you can still contact them through ebay's system just like before (i.e. go into "bid history" then hit the bidder's ID and then go to "contact member") but if you have had contact with them before, then when you get into "contact member" it will additionally give you their email address so that you can contact them directly if you don't want to go through ebay.
