I agree that it is a back variation like Sweet Cap or Broadleaf and is not necessary for a complete set of T206 fronts. However, I would not consider a T206 back collection complete without it. One can justify not needing it for obvious reasons (cost and difficulty), but that does not eliminate the fact that it is one of the backs T206s were printed on.
