Personally, I believe they are very old copies of real Colgan's Chips cards - perhaps a knock-off some other company did shortly after the Colgan's came out. There was a good thread on this a while back - try using the "search" to dig it up.

Also, you see most of these being sold by Alan Hagar, the same guy who sells the re-colored cards in his own slabs, so I would stay away from them.
