Julie, yes, that is the place. And they are famous for their rude waiters and making you eat with chopsticks. They only server tea, so they let you in bring in outside drink.

Every once in awhile, we would a get a pony keg of beer and take over the top floor of the place party all night there. hanging off the balcony and offerieng free beer was always a great way to pick up women, hehe
