When my father and I came across these in the 70s we had always suspected that the notches were because they were part of some type of candy packaging but had no way to confirm this.

There is a picture in the Standard Catalogue (at least its in the year 2000 edition) with the set descrption that shows an in tact box.

There were two players with each box. The one with the notch on the side you are supposed to open the box from. The other player is on the panel on the opposite side.
