Unfortunately, the only way to stop these auctions may be to block them as they arise. I cannot think of how you could stop a scam artist bent on this sort of stuff from acting, except at an extreme cost and with great loss of convenience, such as:

1. Force every seller who wants to post something of a certain value to post a fidelity bond to cover losses;

2. Mandate some form of insurance;

3. Require that all sellers accept credit cards over a certain value or use paypal and toughen the enforcement options there.

Short of that, we cannot hope for a resolution.
