, let me say that you are both correct. If the url of the image ends in .jpg and you have checked off the formatted text box, then all you need to do is type the url address in and then the software will post the picture. No need for the tags. If the tags are used then the same result will occur.
However, if the url does NOT end in .jpg then the tags are necessary for the software to recognize that it is an image. It is also possible that the software recognizes other endings beside .jpg that are typically used for images, but I'm not 100% sure.
