If you look at almost ALL the O-Pee-Chee issues (hockey and baseball) from the 1960's-1970's they have those rough edges. No offense to Eliot but I think they must have had some unsharpened cutters up there in London, Ontario where O-Pee-Chee was. The grading companies typically will not downgrade those issues too bad for that type of cut. I've also seen those type cuts on 1950's and 1960's Topps cards still get PSA8 or higher SGC grades too. I think the assessment of if it came from the factory that way, they will grade it as such.
