Default Filing Charges

About a month ago I had some questions on how to best get my money back after a deadbeat seller never sent the card after I paid. I went through Ebay and my credit card company to investigate this, and Ebay agree's the seller is at fault but couldn't collect my money for me. I have tried to call the seller, but the line is disconnected (big surprise), and he doesn't respond to emails. I am fairly certain my cc company will reimburse my account, but I want to nail this prick to the wall if at all possible. Who would I contact to file charges against him. I realize nothing may come of it, but if I can create even a skosh of annoyance in his life it would make me feel better. Here's the auction in question.
