I think that the only reason T206 Wagners get graded (and the reason its PSA) is that they going to be sold -- it is only at that point grading of such a card becomes a worthwhile proposition.
By the way despite the number of errors the grading companies make I think they would be careful to label a T206 Wagner correctly.
The other problem with relying on the grading companies Pop reports for the true number of any card (especially an expensive card) that exists is resubmitting. When you think of it the "Pop reports" of a rather deceptive misnomer -- i.e. they are really submission reports and only measure how many time a given card has been submitted. As we all know a given specimen of card may be submitted over and over and over (especially if its in a dealer's hands) because of the extraordinary difference in price between grades. I don't know if any Wagner specimens have been resubmitted -- but certainly that would skew the "Population Reports" as measures of the population of a card rather than the number of times a card has been submitted.
