At some point, maybe the younger generation wont tolerate this behavior and will help clean up the hobby. As with most things, real change tends to happen only when the negatives finally outweigh the positives.
In other industriessuch as dealer auto-auction softwaretechnology already exists to limit shill bidding. These systems combine behavioral analysis through machine learning, IP and user-account tracking, and even blockchain-based verification to detect and prevent fraudulent activity. They monitor patterns such as rapid bid jumps, unusually small increments, or inconsistent user behavior to flag potential bad actors. Its not perfect but maybe its a start.
Enough people have to get fed up.
