My personal theory is that one or more of the principals of the Nu Card company set up Rosan as a successor company, issuing several sets quickly during the 1963/1964 timespan. The sets were done on the cheap, were not issued in wax packs (vending machines only), and Rosan disappeared shortly thereafter. I've pointed out that the backs of the Rosan purple-bordered Terror Monsters set actually carries the company's phone number. I've never thought to call the number, to see who would pick up.
I guess it was easier to operate on a shoestring, back in the day.

Funny because Rosan also did halfway decent James Bond and JFK sets. Wonder if they had the rights to do Bond?
