Yes because the UD last Series cards were interspersed in packs with the low #s so how could you tell the difference so to speak to make them XRC's. Previously you had to be involved in the hobby to get the update cards while the packs were available everywhere literally. That was the prime difference in that time. And you have to remember we're dealing with things as they happened in real time in those days, not now with 30-40 years hindsight
